Add and remove game roles

Decide which games are on the list, and put the self-assign panel in a channel.

How to do it

/game-role-add name:Minecraft emoji:⛏️ description:Survival server creates a permission-free role and lists it.
A Discord role with that exact name already exists? It is reused, not duplicated — running the command again just updates the emoji and description.
/game-role-remove role:<role> takes it off the list. Add delete_role:True to delete the Discord role as well.
/game-role-panel channel:#roles posts the panel with the self-assign button.

Up to 25 roles — as many as a Discord menu can show.
A pre-existing role is refused if it grants any permission, is @everyone, is managed by an integration, or sits above the bot in the role list.
Unit roles and Unit Leader can never be made self-assignable, so nobody can tick their way into approval rights.
There is one panel per server and it updates itself whenever the list changes.
